Giant Schnauzer Standard in Conformation

I know the GS Dog standard for height is 27 1/2 inches at the shoulder, however, I have gone to shows where the dog that won his class was
definitely 28 or even 28 1/2 inches high. Is this normal or is just slight fault and is looked over by the judges? I look forward to your comments.
